Jumping in here... the simple answer is because the average user is so clueless. I've gotten Feedback Loop reports of "abuse" over personal email from relatives, real estate closing documents, shopping cart order confirmations, and a hundred other types of obviously NON-spam messages.
We have a customer who sends out newsletters that recipients PAY an annual fee to receive, and every single time they send out a newsletter blast, our feedback loops come alive.
I think Joe Sixpack gets so much spam that he clicks the Select All button and reports his entire inbox, reporting the good with the bad.
