Is this correct CPU Speed for Xeon L5420?
I'm seeing speed of 202.130Mhz for one of my VPS account.
On another VPS account, I see 2333.338Mhz/Cache Size 6144KB/Xeon CPU E5410@2.33GHz)
Does VPS#1 look right?

I assume you are looking in /proc/cpu info, or at least the page is getting it from that.
The MHz you have in there is unreliable, and actually changes depending on how much usage your CPU is getting. 202 MHz is a bit extreme, but if you aren't using the VPS at all, it might be possible.drew@slicie.com - Vertical Scaling Servers

I'm looking it from Cpanel/WHM (Server Status->Server Information)
It just seems like the server#1 is very slow and has a high CPU Load.
What is the correct way to look at CPU Speed or other server critical information?

The CPU clock is adjustable from the hardware node. Providers have the ability to "turn the knob" and regulate how much CPU clock you can get. While your second provider has cut the CPU loose (VPS#2), it doesn't mean you're getting all of the 2.3GHz. There could be many tens of VPS sharing the same CPU.

There could be 10 people sharing the CPU. So, just be careful of how many clients are on each node. From then you can calculate the speeds.

Looks like the 202.X MHz is what your guaranteed on the node.
