we installed iis server and purchased an ip address but i really do not know where to add the information ( i.e index.html) on the server
in what folder?
i'm a little confused regarding this

If I'm understanding your question correctly (it's a little vague, so I'm probably now), you need to make the IP address work with your NIC card and DNS settings.
