As others have said and the first response noted, the IP is assigned to Momentum which has a brand called ultrahosting.com. If you contact ultrahosting for a server and ask them they can help.

not sure on this one, but we do have customer popping up and asking dedicated servers with specific ip range. From what i have understood that they think that xyz ip range has best connectivity or lowest latency. This is just my side of the story dont know what OP thinks.

The paranoid types might even have to consider the possibility that they buyer is trying to get a host within a block of known open IPs through an important firewall, or perhaps they want on the same block as another customer of the ISP in hopes that their rules are open wide enough to allow them to penetrate protection. Some firewall admins open to their whole class C as a convenience rather than explicitly allowing specific IP addresses which are all under their control.
Not saying it's likely, but these two additional scenerios did pop into my head.
