In theory, upload speed is what interests you most, but running a hosting business with a 1Mbps connection from an ISP, is well under par these days. It is likely to put you at a serious competitive disadvantage due to network disruptions and limited transfer speed.
Have you considered renting/reselling dedicated servers from an established provider who has economies of scale built in to save you money?
Your purchase of a dedicated server and commitment to an ISP is going to take alot more cash out of your account than simply renting/reselling a dedicated server from someone else-and you haven't even signed up a customer yet.
Think about conserving cash, building your name through reselling, and then moving to your own hardware/infrastructure once you have your own economies of scale in place.
If you're thinking of running dedicateds out of your house, you're not going to have a compelling product.

Now, i decided to Take one Dedicated Server.
my budget is $200/month. I learned vmware Infrastructure 3. I'm thinking of to take vmware compatible dedicated server. Because i can run windows, linux and Exchange Server on one box.
what do you suggest me to take?
1)vmware ESXi compatible dedicated server? (OR)
IIRC Exchange needs an 'Authenticated' copy of windows, which is very expensive.
Just grab a dedicated server at Wiredtree, etc as they are fully managed. Seriously, your going to have a hard time getting clients for dedicated servers. Why not start with a reseller and tried shared hosting? $200 is a little too cheap for a dedicated server that can run good for VPS's, so I wouldn't do VPS's.
