I think most if not all dedicated and colocated service providers will offer bandwidht pooling when you will ask about it. Expect a charge for a dedicated switch or a charge per server added to the Server pool.
I used to do bandwidth pooling with Limestone. 2000GB for each server, now that I took advantage of their 10000GB promotion, I have no need, since with 10TB bandwidth I get EVEN MORE bandwidth than with my previous 2TB+2TB.
