2) Added and downloaded a compress file.
3) Ran speedtest.net using Remote Desktop (Lol, is that accurate?)
I would not rely on external speed tests as you can never really know what is going on between your POP and the other side's POP.
I would recommend that you get a server nearby (same DC?) and run "iperf" between both servers. This will test the speed performance. That's where I would start... next would be to check the roundtrips (traceroute + ping).
