There's no best my.cfg, it depends on the type of sites you have, if you use MyISAM tables or InnoDB (and transactions) more..
Check the cfg files supplied, read the notes, adjust accordingly.
This is my setup on a 8GB RAM:
set-variable = max_connections=1500
socket = /var/lib/mysql/mysql.sock
table_cache = 36272
open_files_limit = 16344
join_buffer_size = 8M
read_buffer_size = 8M
sort_buffer_size = 8M
thread_concurrency = 8
wait_timeout = 60
connect_timeout = 60
interactive_timeout = 60
log-slow-queries = /var/log/mysqlslowqueries.log

Check out this script, it will optimize your my.cnf based on the server CPU and memory among other things but i'm not sure how good is it now since it seems that they haven't updated the script for a while.
Web Hosting - Reseller Hosting - VPS - Dedicated Servers - Cloud Hosting - Email Marketing
R1Soft CDP backup and RVsitebuilder included with all shared/reseller plans
Truly redundant high available cloud from a trusted name.
That script only optimises the backend mysql engine, it is not app specific, so OP is still better off tweaking it to whatever app he/she is using.

I've had good luck with MySQLTuner:
As noted above, it would be a big help to know if this is for shared hosting or a box dedicated to a single purpose.
If your table_cache is 32K, and you actually have that many tables+indexes open at once, you're probably just doing too much on the database server.
If you're letting clients run apps like vBulletin, you don't have much hope of streamlining them. Your query cache may actually a bit too large -- there's a diminishing return after a certain point:
