does your current host provide you with cPanel? if they do then the new host should be able to migrate the account over using whm transfer. You should just ask your new potential host if they can do it and if they charge anything for it.
Unless you're able to get a database backup, from a control panel or the software (providing it's something like a normal phpbb database) you won't be able to transfer. You'll be able to backup the database or whole site from the hosters CP usually, or backup the database from the actual forum software.
I suggest to find a shared host to meet your budget and install some forum software such as phpBB/SMF/myBB.
Any paid host will be able to provide you with logins to a control panel along with various forms of file access!

I do see the 'backup database' option in the admin control panel, but I don't know how to access it. The host doesn't prove FTP access.
If you're able to get a file from that you'll most probably be able to restore it if you install the same forum software on a different host. Such as if you get a phpBB database backup, you can install the old database on the new install .
I'm guessing my host disabled the backup feature. This is the message that appeared when I clicked on 'backup database' in the control panel:

then you're out of luck - try to contact them one way or another and see if you can get a hold of their files because if you don't even have access to your own files, no new host will be able to get a hold of the files as well.
Dang, I didn't know the free hosts were that brutal about stuff. Sounds like you're best bet is to just chalk up your losses and start from scratch. Maybe notify everyone on the old forum, that things will be "resetting" soon.

No FTP access and backups being disabled are going to make a transfer highly unlikely. As Michael said, it's best to avoid free hosting all together. They have to be very restrictive to safely provide free hosting. They enable backups and FTP, and I'm sure they would see a substantial load jump in their probably already overloaded servers.
In the end, it is time to find a paid provider if you really want your forum to be taken seriously. There are loads of them on this forum.

I see, they just host the forum for you -- no web site. There is another free board called Proboards -- same thing, you do not have access to the forum database. Your best bet is to find a regular ol' web hoster and install your BB yourself in your allotted web space. You shouldn't have to pay more than five bucks/mo.
Was reading though this post earler not sure what to suggest.Looks like your going to have to cut loses and run. Find a new host with a autoinstaller what will only take few sec to install your forums again.
