Billing Software...
What billing software would you recommend for someone with:
1. <100 domains <23 Hosting accounts
2. >500 domains >50 Hosting/Servers accounts

I personally favor whmcs - it isn't determined by how many domains or accounts you have - same goes for clientexec
you could also try modernbill where the monthly fee increases based on how many accounts you have going. but whmcs is cheap and it's really good - we use it and we love it

I am not sure why anyone would consider ModernBIll. Maybe 2-3 years ago, but not anymore. Utter bloatware at this point.
WHMCS is great, And ClientEcec is pretty good too.
licensepal.com provides great discounts on both.
I personally recommend going with WHMCS at 13.95 and it you host from 1 to a zillion domains on it.

WHMCS would be your best bet. There's no real domain/account limit nor any server limits. It supports multiple servers, platforms, and has a wide range of provisioning modules. Highly recommended unless you're looking for something specific that WHMCS doesn't offer.

I would vote WHMCS if you are looking for an all in one solution and are offering customized hosting like dedicated servers, colocation etc. but for standard hosting options, clientexec seems to be fine and does fit the budget. Eventually it all comes down to your preference.

As said before (and proven many times over according to many satisfied users), WHMCS is the way to go.
It has so many functtions. From billing to support to client management, WHMCS has it all. You can even extend its functionality by plugins.
I also found ClientExec to be harder to use than WHMCS. WHMCS seems to have more functions and is more powerful.
To summarize: WHMCS is the way to go. You can get a license for WHMCS at LicensePal for $13.95/mo, a $2/mo saving.

This is very true. When a new "stable" release of WHMCS comes out I suggest you wait 2~3 weeks to upgrade because over that period bugs are reported and fixes are included into the installer although they don't up the minor or revision number at all or even notify their client base that there was an exploit patched in most cases.
Over all another positive vote for WHMCS though.
There are many providers that offer WHMCS free with their reseller plans if you search the offers section.

clientexec - the support side is far superior IMO. We use both whmcs and CE and find it takes longer to do simple tasks in whmcs than CE - ie resend welcome email but edit it before sending etc.

ClientExec, we actually swaped from WHMcs! Only bad thing was the bad migration tool from WHMcs to CE.
