What is your budget and how many emails + how often do you plan to send them out? How these email addresses your members or did you buy them off some list? There might be many complications if you receive too many reports on the vps, and many providers might end up suspending your account if that's the case.

I'd suggest asking and checking the VPS server's ip against spam blacklists first, if the provider can provide 30-day money back guarantee, then, try using an account with them to see if the server can deliver the emails. There are also other factors that can effect the deliverability of email as well. Especially with software which auto-generate templated emails.
"Bulk Mail" on shared/reseller hosting for sure is not usually tolerated, as will usually either end up having your account reach a limit (I'd say on average most shared/reseller hosts limit to about 200 emails per hour per account), or end up having your account suspended.
"Bulk Emailing", as long as it is not spam mailing, you provide a opt-out link, and you got the email addresses fro a legit source, then you shouldn't have a problem. It's much more suited for VPS/Dedicated Server hosting, then shared and reseller.
Going with a company which specializes in something can sometimes become expensive. As long as they provide you a stable VPS at an affordable price, and you have time to figure out what you're doing, it will probably prove to be the most cost efficient method.
I think VPS hosting will be fine for what you're trying to accomplish as long as you are NOT spamming, and if you're being realistic with the amount of emails you plan to send out (you didn't specify how many you was actually going to send) .
I think you need to use a dedicated server and to have Class IP network. But it will be hard to justify it. Most web host will not provide one as far as it is ricky. And I understand them. Because even if you add "Unsubscribe" link to you e-mails, it is still spamming if you aren't allowed from the user to send them messages.
