Anyone else sells them cheaper?

$36 is the cheapest I've seen for an external cPanel license.

you could try contacting your host and see if you can get a discount. the cheapest I have seen is 35-36 without a discount though

I have been through a dozen of cPanel Partners and $34.00 is the cheapest I have seen for an external license.

Do you have a link by any chance? I'm curious to find out how cheap he is selling external licenses for although I think I know the answer here (probably selling internal licenses) which he is not supposed to do.
