Limit CPU & Memory Cpanel
Is there a way to limit one certain accounts cpu and memory useage in Cpanel?

Unfortunately there is no effective practical way to do this because of the way the services like apache/mysql/exim/etc work. There are some programs that will attempt this but they usually are not too accurate or effective.
You can check into programs like CSF, SIM, PRM, etc. to do tracking/limiting.

So I guess the solution would be to put them on a VPS where they would be limited.

see /etc/security/limits.conf. It would be a good idea to review the default settings of system resource.
ulimit
Provides control over the resources available to the shell and to processes started by it, on systems that allow such control.
-a All current limits are reported

/etc/security/limits.conf can be used in Controlling resource usage for a group or user. You may be able to give each user a larger limit in the /etc/security/limits.conf file. Something like the following will increase the users file limit:
john hard nofile 16384
please check man pages.
limits.conf (5) - configuration file for the pam_limits module

The best thing to do is implement additional software and enable extended logging on services, so that when you start to see issues it can be tracked / or avoided before it happens.
You can limit the memory usage of particular services but there is nothing really which can do that on the user level. Although I hear bluehost I think? Had a solution for this, something on the kernel level I believe. Sounds interesting

I read your suggestions about limiting cpu usage,but the thing that i exactly want is to limit the percentage of cpu usage for all my users not to limit the number of processes,if anyone had any iadea,please suggest me?thanks alot

You can't do that without patching O/S kernel and apache and php. It is not so easy work and expected cost for realizing such things is about 2000 USD if not more.
