Internet Access for a New Datacenter.
Hello,
I am planning to open a small Datacenter in Moscow for 100-250 dedicated servers.
I Live in Moscow - Russia, have budget around 350k$.
I want to start from a Small Datacenter to host around 100-250 servers, then i can increase it.
My main question is, who is the main internet provider in Moscow ?
I searched / googled 2+ weeks and could not find any useful information.
Currently i am a dedicated server reseller in a Moscow datacenter and leased over 170+ dedicated servers, i believe i can afford to build my own datacenter but i really need support/information how to build it.
I need help to find the real wholesale internet providers in Moscow and good engineers to help me build it and quote me a good price.

$350K will not be enough to build a datacenter (new building). It is enough to rent space in an existing datacenter, install your equipment and hire employee(s), contractors and or consultants for the things that you can not do yourself.
Talk to the datacenter you lease your servers from. They may have some cage space available to hold your 5 - 10 racks. They can provide you with bandwidth or if they are "carrier neutral" you can connect directly to the available carriers (telephone companies, Level3, other telecom companies) yourself.

Thank you ZL6net for the useful information.
350k$ is not for building at all, i will cover building cost with bank loan which will be paid in period of 7-15 years. ( Only Building cost ).
350$k for getting new dedicated servers / cabling / coolers / switches / routers / electric / internet costs etc...
I need a good / stable internet provider like Cogent.

If you want to build in the same are you're currently leasing in, why not just figure out who your providers bandwidth providers are and contact them.

I'd say the same thing. What provider are you using right now? What's their AS? Look 'em up on Robtex and/or FixedOrbit and figure out which backbone providers they use. For starters, I'd say a Level3/Cogent mix would cover your bases. RETN might also be a decent provider, not sure.

Depends on your customers profile, you may look at Telia (good european network), RETN .
As for russian (local) providers, the leaders are TTK, Golden-Telecom, Rostelekom.
There is no Cogent in Russia at this moment.

I was gonna say something similar. There are plenty of choices out there that are better pricing and have better networks. You should definitely look to see if Telia has a drop at the location your looking at, their network is good.

I did call TTK and AKADO and confirmed meeting with them on 22th of this month.
TTK offered 1Mbit = 20$, i think that's very high, still i will talk with them and sign a contract to get cheap unmetered bandwidth from them.
and about Telia, i googled enough but i could not find URL of Telia and their contact/phone number in Moscow. if you know their site URL/contact info, please provide me.
RETN : Real Time network, they have great connectivity, i sent them E-Mail for prices. Tomorrow i will go to RETN office to know their prices and all other information.
Some of internet providers recommended me to open datacenter near to their main office, so they can give me cheaper prices, i don't know why, maybe due to cabling to my datacenter... or ... ?
If any of you know any other good internet provider please hook me up.
and if any good Engineer who lives in Moscow and have experience of building a good datacenter, please PM me or write here.

P.S: cogent is not in Moscow.

Sounds like you're on your way. How big of a commit did TTK want for $20/Mbit? Additionally, having a DC close to a carrier's POP means there's less local loop/telco fees to deal with, so yes you'll get cheaper bandwidth. As an example, here in the US I can get a Level3/Sprint/Global Crossing mix (WBS) for $7/Mbit on a 100 Mbit commit, but if I need to run a local loop on it things get expensive really quickly.

There are several people here that could do the job for you.
Aaron from Wholesale Internet reckons he could write a book on it
Also, I've seen several companies here that specialize in building them.

If that $20/Mbps includes their bringing connectivity to your site, that may not be a bad price, depending on your commit level and where your data centre is.
Don't forget, transport / local loop costs to your data centre will cost you money if your upstream providers aren't including it. Since those costs are fixed, they will stay the same no matter how much traffic you are doing. Therefore, likely you will end up paying more for your own if your traffic levels are low, but you could save a lot once you ramp up your traffic.
You could always have your upstream provide the local loop for now, and change later.
