Well, I suppose. That's counting marketing and all of that nice stuff. That's if you wanted to build a war chest to topple Plesk
If you just wanted a really good control panel just like Plesk, you might be able to get it as low as the $50,000 range if you shop around. You really have to balance quantity and quality. Obviously, the larger your budget, the more options you have in terms of how complex you can get.

Well, it all really depends on what you're looking for
Some firms charge upwards of $5,000 just to familiarize themselves with your industry (if they're a general development firm with no specialty or industry affiliations.) Then there's the cost of meeting with the actual development team and/or representatives from the firm and developing the plan. Post-development costs can amass quite easily from marketing to maintenance (updates, literature, etc.)
Developing any application or product of value on a marketable enteprise level takes considerable time, effort, planning and capital.
And don't, for one second, believe something like this can be done in a few weeks (as some might say) or for "minimal" costs.
ive looked at neopanel features (too bad i cant get a demo since we wont be purchasing in bulk) and it seems to have waaay more features than plesk. really, a control panel isnt that big of a deal. the biggest piece is writing/adapting an httpd with ssl. the rest - you just need to be familiar with the ins and outs of configs for various stuff (i wish all configs were xml .
i actually quoted someone just over $3k to code a gameserver host control panel.
Im not sure how you could find a programmer to program plesk for 5k, but ive never used it either.. I know that the control panel we are currently working on development with has ran well over 5k,, doubled, and even more than tripled that amount easily and we are not finished.. .. Though it has many more features than plesk, and could be mostly compared to cpanel, but lacks some features and has some cpanel doesnt and vice versa.
7 or even 6 figures for a Control Panels is definately much! We (AIGC) made our own control panel within less than a month! We'd make one for you for a fair 4 or 5 digit number depending on what you want.. :)

That's pretty much impossible unless you were Microsoft with a team of about 2,000 programmers -- and that's not counting the entire planning stage.
Would you care to provide some specs on the control panel you're talking about?
