IMHO best way: buy small hosting account on different network and put monitoring script. Or put it on friend’s server.
Other way: buy monitoring services. Try 30-day free alertra.com services. We value support and network performance.

Well, not sure what you're trying to accomplish, but if you're on a UNIX (Linux, FreeBSD, etc.) server, you can run "uptime" at the command line, or read /proc/uptime (but that's some weird numbers that you'll need to mess with). Obviously, this won't work if the box is down.
