Cpanel and User Rights
Is there any way that I can create users and their ftp accounts such that these users can only access specific directories i.e. I can set user rights through cpanel.

Yes you can add ftp accounts for whoever and let them access only those directories..
nope i don't own a server, i have a shared hosting account on a server which uses cpanel 5.
following is the quote from cpanel documentation:

cPanel allows you to set up FTP accounts so that certain external users can access a restricted part of your system

I wanted to restrict ftp access to JUST the public_html directory so a designer could access ONLY public_html and NOT the mail, etc. Hope this helps.
