when you type http://1.1.1.1 you are signalling the browser to attempt to contact your server 1.1.1.1 on tcp port 80 (http)

There must be some process on your server that is listening to tcp port 80, typically this will be a web server of some sort, either apache, IIS or something else. The web server answers this request and looks up information in a configuration file and returns a set of information.

It is not going though DNS functions right. it is not looking for named.conf or etc.

one of the file is calling httpd.conf from some where right?.

    Thanks

named is not involved in the process at all

httpd is the program that does the does the work provided you are talking about an apache server.
