I am sure you can find a great VPS in your price range with those specs. Have you checked the offers forum?
Two offers there you may want to check out are SolarVPS and FutureHosting.
I have been using SolarVPS for quite some time now and couldn't be happier... Their network is stable and support is top notch. They have a wicked special running right now:

Which control panel are you looking to use and do you have a preference of location?

I personally very much adore DirectAdmin and is what I utilize. It is not only a cost effective option, but very user friendly and super powerful. With cPanel I feel so locked into their system and unable to make system customizations since their software basically overtakes the server. DirectAdmin is very lightweight.
Never have cared much for Plesk.

I have used cpanel and I don't liked. I like directadmin.
I have some customers that I need move to the new VPS, so the directadmin is the best solution to move them to new server.

when you say managed - are you looking for fully managed as in you dont have to do any sysadmin on the instance and you just log in to your cp and do your work?
do you need a certain vps container - like openvz or vz or xen etc?
those will help narrow your choices down.

There is no best host, only hosts best for you.
I never tried SolarVPS but using FutureHosting and would definitely recommend them.

LiquidWeb offers a fully managed VPS and they are excellent. Lots of good reviews on WHT.

I have a VPS at SolarVPS - Solid, they take great care of their servers. Only had one hiccup - node hog - and they were responsive - otherwise the server is very relaxed. Don't fall for the cheap ones - you'll pay for it in lost sleep and stress. I learned that the hard way. Look at the outages section for more...
