There are many web hosting providers to offer such as service, but you need a virtual private server. I think that a shared hosting account will not work for you!

Do you intend it to be a Youtube type site where people can upload and watch videos / music, or is it just for downloading the files.
Also what usage are you expecting? Is it for a few friends or do you expect a lot of hits?

You will have to do a test and see it all depends on how many people re on your site at a particular time of day and how many are downloading at a time and what their ISP's speed restriction is. You can just keep it on VPS for now and see how it goes if not Working out for you check out the Dedicated Offer section where you maybe able to find a decent server at a budget you can afford.

Do the search for the VPS in the advertising forums. I suppose that VPS would be the best solution for you
