Should I use FreeVPS or HyperVM in terms of affordable/free VPS management?

I would go for HyperVM as freevps seems stale (last update 2007/2008)

go with hypervm, there is no update for freevps (check their last update date on their website)

Can hypervm create linux servers or jsut windows? I want it so that my clients are able to add Cpanel Licenses. Also, will it run on a linux server?

Yes HyperVM supports Linux.
What do you mean by adding cPanel licenses?
You can create a OSTemplate of a cPanel install and allow your clients to load their VPS with it. But you would still need a VPS license for it.

I meant by simply giving them the option to purchase a cpanel license at an additional cost and have it loaded on the vps.

it's possible, you just setup a centos vps and then install the cpanel

I strongly recommend HyperVM. I used it as VPS customer and as VPS node owner.
