I'm in need of a small reseller.
I would like a company who has experience and is reputable.
My requirements:
Cpanel/WHM, Fantastico, WHMReseller Enabled, 3-5gb of space, 100-200gb bandwidth, unlimited accounts.
Nice but not required bonuses:
6.95 domain reseller, WHMCS, ClientExec, RVSkins, RVSite Builder, Direct Support (AIM or Live Chat that is 24/7)
I'm looking to pay under $10. Please don't give me 9.99, that's $10 in my eyes. I'd prefer from 5-7.

This is making me laugh; reputable and giving the world to you ? i am sorry; but if you really look for a reputable company you better raise your budget. Especially if you would want those extra's

Doesn't have to be reputable, it'd be nice though. I'm not a 'client from hell'. I can handle the majority of my own issues by myself. I used to manage my own dedicated server.
Oh, and the host must be in the USA

I'm not saying you would be the client from hell, i do not even think you sound like one; just that you ask a little much for your budget. But it never hurts to ask .. right ?
As additional note; hosts are not allowed to PM you with offers on this forum; you could check out the offer section here at WHT if you like and contact some of them.

Another thought too, with the WHMCS licensing costing at least $7 per month to the host itself, they'll pass that cost on to you. So, I think with WHMCS you should be prepared to at least pay $15 or more per month. I wouldn't expect WHMCS at all unless you up your budget. Unless the host is giving you illegal scripts.

I know, that's why I said they'd be nice but not required.

You're not even going to find a host that is reputable that will meet your requirements let alone your bonuses. I'd recommend upping your budget to $15.00/per month or you're not going to get anywhere. How can a host expect to profit off you? Why do you need live chat available 24/7. No $5.00/per month provider can offer that. It may even be hard for a $15.00 provider. You're asking for wayyyy to much and I recommend backing your requirements down then using find a host or searching through the "PITA" offers section.
