Hi and sorry if I'm posting in the wrong forum (also please excuse my English - I'm from Scandinavia...)
I'm looking for a provider who can host a script with the following requirements:
1. fopen enabled.
2. Curl enabled, with openSSL.
3. Safe mode turned off.
4. Enable outgoing FTP connections on port 21.
5. ionCube support.
Any suggestions?

Try IX Web Hosting ... I think they've got what you are looking for at a fairly cheap price.

most hosts would support that, although some have fopen disabled but it is possible to turn that on per-account basis using your own php.ini
look around the offers section and ask around, you'll find a perfect host sooner or later

Well it is best to ask the hosting provider that you are interested directly as nobody can be sure of the extensions of their servers better than themselves. 
By the way, may I know why are you running which needs these requirements?

I'm planning a small blog network and this script allows me to copy themes, plugins, configuration and settings from one Wordpress blog to another.

I see. Well even though we have them enabled, not all hosting provider have these extensions especially fopen enabled so you will have to check this with any of the providers that you are considering.

Second. When I was using HostGator I didn't have any problems with it. Out of curiosity what's your budget and how much space do you plan on using?

Last time I checked fopen works on HostGator and so does cURL with SSL.
