Hi,
We need some more info. Any reason for texas? There are some other providers that could be faster than a texas one but if you still want texas, I would look for a company that host with Limestone Networks (dallas), Softlayer (dallas) or thePlanet (houston and dallas).
Whats your budget?
RAM, HD, Windows 08 or 03? Web, Standard, Enterprise, Data Center?

I need texas location because i need the closest possible to
72.232.95.140.
My Budget is $30 USD a month - by paypal or credit card
I just need this to keep something online 24/7 as im sick of leaving my own computer online.
Any windows aslong as i can remote desktop.

So basically you want to login and browse the internet through it etc?
I used to rent a cheap dedicated at BurstNET for that but thats in PA and about $40.
That IP comes back to layeredtech who appears to have at least a connection to Level3 bandwidth so the provider could be anywhere and the latency would be low (which is I assume why it needs to be in Texas).
If the case of you wanting to browse through the RDP, I would recommend a VPN (either PPTP or OpenVPN) as it would be much cheaper and faster than a Windows VPS, since it runs on linux.

i need WINDOWS definatly
i need texas cause the file im hosting on it needs to be as close to one of my other dedicated servers as possible
72.232.95.140 this is where the dedicated server is located

What type of file are you hosting?
Are you sure the file can't be hosted on a Linux server?
For example I can upload a Windows .exe to a Linux server, then download it and it would work fine on my Windows PC.
