Hi mtechmedia,
There are a number of hosting companies that offer this, be sure to check our Advertising section. Be sure to also use common sense and see for yourself if they are legit - don't just take their word for it

You shouldn't have any problems finding that, theres plenty of hosts around here that haven't taken the overselling route. Only limitation would be budget.

Do check how the host calculates "no overselling" though. I have seen some who say "no overselling" and then also offer "unlimited" plans or "free" plans and the two don't really go together. Not much way to calculate that you are not overselling when offering "unlimited" space or transfer.

Agreed. Generally you need to look at the specifications and say, "Should you be able to obtain <x> hard drive space and <y> bandwidth for $<z> a month?"

Have a look at precisioneffect.com. Server speed, uptime and customer support are all top-notch.

I'll echo the suggestion for MediaLayer - excellent service. It sounds like a good fit for you.

As of now I see that you have not said anything about how much space and bandwidth do you need and what is your budget.
Yes you should check for reviews of the hosting provider here, Google and at Hostjury.

Generally you would like to go with a hosting provider that offers servers in the same country that you live in. Closer you are to the Data Center the faster your speeds will be. If you live in the U.S and your hosting provider is out of the U.K may experience some lag and slower speeds. Reliability and support is always a main concern. Look around, see if the company has live sales and support chat and see how long it takes them to respond to a support ticket.
