There is no such thing as best host. You don't need to have experience in mysql databases to manage a forum.
Do you have any requirements, budget etc?

As bager said, there is unfortunately no best host for everyone. Considering you are a first - timer or learner, you may want to ask the host if they will be willing to give you assistance with installing the forum.

The host that works out best for you in terms of your requirements and budget will be the "best" host for you.
BTW, do you have any idea about how much your requirements will be in terms of disk space / bandwidth?

It would be good to see what requirements you are looking for and what forum system you are looking to install (vBulletin / phpBB etc).
As the guys have said above there is no reall best host as many hosts are the same in some areas and different in others. I would advice getting in contact with a couple company that review well and see if they would be willing to support you (Most should!).
Hope I have helped Good luck finding a host.

check the offers section on this forum, you'll find plenty of shared hosts that will allow you to host a phpbb and since it will be new, you won't have to worry much about the space and bandwidth as you said I have some Exp with phpBB, although more with SMF and vBulletin
good luck finding a host look for one with fantastico or something, easiest way to set up the forum, other than that feel free to ask me, I can guide you through installation if necessary, I've helped many people in the past with this stuff, wouldn't mind helping out another

I fully understand that and many of the hosts on these forums could offer you that without a problem. If you do a search on WHT: http://www.webhostingtalk.com/search.php for a hosting provider that might have some promos on at the moment to lower your costs a bit extra.
Most companies will give you atleast 99% uptime but only reviews can tell you on the others

As RossMAN has stated, what is your budget?
"99% uptime, 100% great support, 100% reliable" are almost standard guarantees nowadays. Whether the hosting provider fulfills it is another issue. For uptime, you can check the uptime report from third party uptime monitor like Hyperspin and Pingdom.
By the way, I will recommend you to have a look at SMF. It is open source as well and I actually preferred it over PHPBB.

It's always best to look into third party uptime monitors to see if a company actually has 99% uptime.
phpBB is a great forum to start with, it's simple and easy to manage and there's an extremely large community behind it. SMF and myBB are good systems but my preferences lies with phpBB or vB.
I would recommend not using Fantastico as last time I checked, it used a very outdated version of phpBB. Installatron is good though and provides the latest version of phpBB (along with legacy versions). You will need to consider that if a host doesn't provide the lat
