Whether it's for a project or not, it's still not 100% legal, or at least I think it isn't...

Of course it's legal. it's like you will say that Google don't doing something legal or DMOZ.
the domain list is public data like whois is public.

I don't think this is possible.
There must be hundreds of thousands of new domain names being created each day!?

@Zameera: the OP is asking to buy a LIST of domains, not the domains per se.
@noamway: It's impossible to have an up-to-date list as new domains are created every single second. However it is possible to get a very comprehensible list of domains from some gTLDs and ccTLDs (there are some ccTLDs that don't have a whois, therefore it's impossible to know if a domain is registered or not). However the list would be HUGE and mining such list would cost a lot (more than a school project would justify). If you're serious about it, send me a PM, we can gather the list, but again, it won't be cheap.

OK, more seriously, what you need is a list of domains that don't exist yet.
1) The list will be literally small.
2) Use your code in reverse, if the domain is not in the list, then it exists

That doesn't make sense... there are about:
111444219848545291112918149658401217019177846881717006276548100629318214534968256903948922840416256
possible domain names for EACH extension/ccTLD!
Browsing all those domains just to find that less than 1% are registered is an awful waste of time.

I think you'll have a hard time getting hold of a list of ALL domain names in existence.
Assuming that your school project requires the domain names for research purposes, I would suggest that you work on a subset / very large sample of domains and then try to extrapolate the results on the whole population.
You can download a subset of domains that are listed at dmoz.org - check out http://rdf.dmoz.org/. DMOZ currently have about 4.5 million domains on their database and the information is accessible free of charge.
