I recommend Hostdime. They have 24x7 helpdesk support(average response time is 30 minutes) and phone support. They provide WHMCS with their reseller packages. They help to transfer accounts. Uptime of the servers generally 99.9%. They get backup daily and weekly(you can download daily or monthly backup on Cpanel). We have reseller accounts for years on their different servers and generally glad from their services.

Mochahost does not fit your requirements (you probably confused MB with GB.
I'd like to suggest you look more deeply into what you're asking for. At $30, the host probably has to put at least 30 accounts on a server with a decent configuration. That would mean 30TB allocated per server. With overselling enabled, resellers could end up using it all, or a significant chunk of it, in theory.
In practice, CPU usage limits per end user account would be the actual regulator, and if users with dynamic (php/perl etc.) based sites would be able to use 100GB without your host hacing to temper their usage/suspend the account, it would be quite a performance.
There are no miracles in this world. You risk distorting your business model, offering much more than it is sustainable in the long run. Imagine that the next step from reseller hosting would be a managed dedicated server. See how much that costs, what you get, what you'd be able to sell to your customers.

I think you're going to have to up your budget to get what you want. Bandwidth is expensive and you're looking for disk space at .50 per gb.

Overselling host is the way to go.
A server with 250GB space and 2000GB bandwidth would cost more than $200 per month.
If you really use 60GB/ Band 1000GB and pay $30/month, do not expect very high quality host.

With your budget you will need to go with a host that oversells. Some hosts offer unmetered disk and bandwidth so that is probably what you want.
But beware, some hosts that oversell don't add a new hard drive until it can barely fit any more causing even more downtime. Also some hosts have a dedicated server that is only single core, that will lag you down a lot.
Look in the offers section or search around on google or hostjury.

I also used to use hostdime, but then i change to sclekhosting at sclek.com. I originally purchased reseller40, but then i moved to the starter kit because of the free bonuses it had.
They had cheaper prices is the main reason why I changed. They were very reliable and haven't had any downtime so far. I have been with them for about a month.
Just my story.

Looks like The Prime Host is your best bet with your budget, I have been there for a few months dpwebdesigns.com and it's been good. Not much if any downtime at all. There servers do get a high load when creating a new account though, I've seen it as high as 15. I asked about it and was told "It's something to do with Cent OS 5 and the WHM Accerated"
The support is fairly fast you get a response quick, here is an example of my last ticket.

Dwayne,
We'll get that to you shorlty, but I'm curious as to why you did not submit this through the new WHMCS area so it comes straight to me? I had to pay my staff to say "redirecting to admin".
