I guess the MS licensing model (SPLA) is different for the VPS. Only windows server Datacenter edition can have unlimited VPS but if you use the MS license in VPS you have to pay full license cost per vps per license. I wonder how come you offer such pricing

We have some spare licences that are not being used for dedicated purposes, we forward planned but found linux was required on the equipment we currently have and leased.
As the licences and all of our equipment have been brought and paid for, we thought the best idea was to use them on this deal rather than losing the licence value.
