Get a server with a remote reboot port so you can reboot the server yourself.
If you update your server ( say php ) that will void the agreement with Ensim I believe ( not 100% sure ) - I wouldn't use Ensim personally.. however at $199/yr for unlimited domains... its quite a bargin

Ive had servers at several providers now, and I'd consider my current provider, HE.net, the best so far.
My buddy in NewYork has a full rack there, and he could do you a cheaper deal than HE themselves, and it also includes a remote reboot function.
You can ask him for a quote via email, [email protected]
Hope you find what you're looking for
I heard of this 'remote port'. How does that work? Some software that allows you to access that port and thereby reboot?
Its more or less a power strip that has a either a web GUI interface, a telnet, or a dial up for doing the reboots. Do a search on Google for "remote reboot" and you will see a lot of sites that actually sell these devices.
What I don't understand is why they are so expensive. They seem extremely simple to me....
