Using cell/mobile phones in Data Centres
Here in the UK quite a few data centres banned the use of mobile phones within data centres. It is becoming less of an issue now with most allowing the use of them. One or two like Scotlocate in Edinburgh are still very strict on this. They supply pstn phones on the data floors but these are restricted to UK calls only, not much help when my NOC is in Madrid or DC and working on a fault.
What restrictions are there in the US and elsewhere?

Most data centers don't care, as long as you don't take pictures.

Here in Europe where we have our servers, there are no restrictions for cellphones.

Never heard of such a restriction anywhere in the US.

Never had a problem using a mobile on US data center floors. Never tried here in the UK though.

Depends on what room you are in. If you are in the wiring closet or where all the networking gear are, I've seen some datacenters dont allow cell phones or any kind of equipment which interferes with radio frequencies, but the actual server room its fine.
Although I'm not exactly sure why though....

You can't have a camera because you could be taking pictures of someone's proprietary configuration. I know we host customers that are competitors of each other that regard their setups as an industry secret.
In regards to the OP's cell phone question - I know XO in Dallas doesn't allow cell phones in the colocation area I visited; and if my memory serves me well the notice posted on the door prohibiting cell phones was relevant to all of their POPs (but I'm not 100% sure about that part.)

No pictures in our center. You can bring your phone in but it won't do much good. No reception when you're inside a steel wrapped, emp shielded, underground nuclear bunker.

I didn't see any sign prohibiting cell phones when I was upgrading my server at colo4dallas this weekend.
Good thing too, as I used my treo to make sure I can ssh into the server after I powered it up, I would hate to drive 1/2 hour back home and find I can't connect...
