Hello,
Is it possible to find a DS at a budget of $00 or below, the following is required:
RAM: 1Gb is enough
HDD: 40Gb is enough
Bandwidth: 1Tb or more
CPU: 1.5GHz or better
Unmanaged server will suffice; however, I should be able to reboot it remotely.
DS is being looked for to host large mailing lists (legal ones, of course), traffic will be mostly outbound.

Possible. But nowadays, you will hardly see server w/ 40gb hard disk.. most new servers come with 80gb, 160gb or 250gb..
I think your budget is pretty reasonable for the requested spec.
Try check out dedicated servers offering forum for some good deals.

Do you have a certain control panel that you would desire? Would you require that your dedicated server be in a certain location? I have servers with ServerTag and I know they do some custom servers so you could try contacting them and see how it goes.

Intel Celeron D 352 (3.2GHz) - 1gb RAM DDR2 - 80gb SATA HD - 1000gb bandwidth - 5 IPs included - Price: $68.98
or Core2Duo for $90.98 if you wanted a better processer :x
LN has a nice control panel that lets you view bandwidth usage, set rDNS, and control the power supply to your dedi.

Myself, I have no need in control panel, I am a 'command line man'. However, if the customer I search the DS for insists, then DirectAdmin or CPanel would be fine to have.
No specific location is required as long as stable and fast connection to outer world exists.
Thanks for the reference to ServerTag, I'll definitely study their services.

You might also want to check ServerBeach (http://www.serverbeach.com/servers/index.php?category=1) and The Planet (https://www.theplanet.com/servers/outlet.aspx). You could find something for around a $100 or less.
