is my server speed capped?

This has happend before when server hit 4 mb/s i saw straight line on mrtg for 20 min.
I email the support but they said they do not cap anyone.
Anyway to check my server really isnt capped?
server is on 100 mbps port. Bandwidth not shared.

Try transferring a large file from/to another server on the same Datacenter. See if the provider itself has a test file on the same network, that should at least break the 4Mbps barrier.

i tried and gave me 11 mb/s
however according to mrtg it shows this

Well if you are transferring internally at 100mbps then your port is not capped. But if you are transferring to another server miles and miles away it could be bad routing or the particular line is already at capacity and you are squeezing in.

Hey, if both servers are sitting on the same swicth - he may get 100 Mb/s, but uplink from that swicth could be saturated. This is what happening when hosting company is not spcializing in high bandwidth, streaming, file sharing services. They just don't expect that clients will really use any bandwidth.

It is possible that there is a bottleneck on the uplink, or that you don't have enough traffic to show more than 4Mbps on the MRTG Graphs.
Note that MRTG numbers are based on averages, the smallest of which is typically a 5 minute average. So if you transfer a 100MB in 10 seconds, even though that's enough to max out a 100Mbps port, it would only be 10 seconds of 5 minutes. With MRTGs next update, you would only see the average which is 100MBs over 5 minutes (about 2.6Mbps) on top of whatever traffic you had at that time.

Well aware of mrtg, but however I have used wget on at least 40 test files within USA but still failed to pull over 4 MB/s
those files are 1 gb large

4MB/s is 32Mbps (plus encapsulation). That is probably normal for an average network. The longer the distance, the least likely it is that you'll be able to max out your link.

Noc admins changed the network, double checked the router settings, replaced the nic card, changed the switch, checked the eth settings and theres nothing wrong yet my speed is capped at 3.7 MB/s
Nocadmin keep saying that they have not capped my server while my sysadmin says the noc admin tocheck the server issues while noc admins says the issues reside within the server.
Apf firewall is not limiting any outgoing traffic
Also made sure the tcp configuration is set correctly

As was previously discussed, if you are transferring internally at 100 Mbps, then you aren't capped at your port. Your performance is degraded at some point during the time it leaves and enters the internal network.

Hmmm... The screenshot didn't load for me before, but it does now. That is a very interesting problem. I've not run into it before. What OS does this server run?
