Which companies besides for Dreamhost allow the storage of backup files on their shared hosting accounts?

I doubt you will find any, even dreamhost does not allow it:

They do allow 50GB to be used for that purpose, but you must use it under a special user account "backups" or something of that sort.

You would need to contact any prospective hosts and ask them if they allow it (after reading their Terms of Service if it's not mentioned).
Many won't let you, but some will.

Backup space is so cheap nowdays and provides more security, no need to use a standard shared account.

Really - you are not purchasing space but really leasing it - as in you pay for it while you use it, you have to abide by a set of terms and conditions, and you have to give it back when you are done/stop paying/the lease ends.
The same thing goes for hosting as does leasing a car, you have certain terms and conditions you have to adhere to such as not driving over XX,XXX miles per year and always maintaining full coverage. You may think "But it's my car!" just like you would think "But it's my hosting!" but in reality it's not YOURS, you are just paying to use it long-term (anywhere from a month at a time to several years at a time).
When you sign up for hosting you agree to the Terms of Service and if the terms of service say that you cannot use the space arbitrarily for backup then doing so could cause account termination. If they say that they can cancel your account any time with or without reason, then if they decide they don't like you using it for backup they could terminate you just because.
This is why you should 1) Read the Terms of Service carefully 2) Speak with the host prior to using it for backup.

I would immagine most hosts that specifically state no overselling would be ok with it as they base their business model on that fact everyone can use all their space. I had a fair few cusomers that specifically used my place to back stuff up. I advertised locally at my uni and specifically targetted those people. The only reason I can immagine companies not liking if is so they can oversell and don't want people using the space they've rented (providing the content is legal!!)

Yeah, one of the primary issues with using a shared hosting server for backup is the content the backup may contain. It could contain copyrighted material or material the person doesn't actually hold a license to.
Now of course having such content on a home PC is not legal either, but it's a risk most businesses don't want to take.

I tried DreamHost but they don't provide SSH access on the backup user account.
I know this sounds crazy, but I'm trying to find a provider that's cheaper than BQ....also, need another provider to spread the wealth.
