I know some hosting companies will let you resell web hosting as well as dedicate servers. I was curious to know if there were any VPS reseller packages out there? And if so what companies offer such solutions?

Nearly all vps-provider offer reselling. Mostly the price only will go down, if you take a minimum of vps. Ask your favorite vps-provider, if they can make a plan for you.

i have seen one company that will give you access to hypervm and allow you to create your own vps packages, if i find them ill post it here

There are also hosts that can scale up your VPS reseller offerings onto your own dedicated server if you negotiate this with them up front. Usually it involves committing to getting X number of VPS clients on the server within a few months and then you can operate the server on your own and sell into it as much as it can handle.
