I second(or third) the Xeon. Better for the background multitasking that a server does.

Get the Intel Xeon Quad-Core X3220 2.4GHz on an Intel server motherboard
preferably a Dell/SuperMicro. Ask for a minimum of 8GB RAM on a single
module. Install the amd64 port of Debian 'lenny' with the OpenVZ 2.6.26
kernel, create CentOS or Redhat VPSes over that. You can install cPanel
or Plesk or Ensim on these VPSes and start off.

Do not forget, the x86_64 or amd64 port of the base HN OS on your Intel
    Xeon.

A Quad Core will most definitely do the trick as long as the server has enough ram for your sites or purpose. Also be sure to have the server secured and optimized. No matter what hardware you use, if your server isnt secure - there is no best server - they are all bad.

But if you want just a harware suggestion Id go with A QuadCore

It mostly depends on the current capacity of your business and your long run anticipation. For Windows Hosting, I would recommend you use a control panel like Hosting Controller 7C or Helm which supports remote servers so that you simply go on adding servers once the current server is full to its capacity and also keep the web server, mail server, DNS server and the Database Server separate, but manage it from one single control panel. This way you will not need a very high end server and even if your current capacity is not large and you are anticipating good volume of business over a period of time, you can start with a normal Core 2 Duo server. It does not make sense to directly settle for a Dual Xeon server for the web hosting requirement.
