How easy is the transfer ((and how expensive) from one godaddy account to another?

There isn't a charge for transfering a domain within GoDaddy. Regarding how to do that, I would contact GoDaddy.

I think there is a change of ownership option within their control panel

Transfer is free and all that you need is the customer id number and physical address of the account that you are transferring to.

It's not really transferring, it's moving a domain from one account to the other. It's free, because the domain doesn't get extended. Transfers are normally free as well, you just pay for the extra year added.
