Is It Request any kind of legal documents (Commercial registration license)or must be physically present in Saudi Arabia, have a local representative to act on his or her behalf, or hold trademarks or trade names registered with the concerned authority in Saudi Arabia.
As Someone told me or i can register it directly ? From 101domains.com ??

The domain registrar takes care of all of this legality by registering the domain under their trademark and then transfering to you. For more questions, you will need to contact them directly on this matter as I am not 100% sure.
