Just an FYI you won't be able to get cpanel because you are from Iran.

Nor can you deal with US server providers. You'll be looking into Canadian or offshore servers mostly.

Ah, you can get a cheap server with those specs from Burst if I'm not mistaken, although personally I do not recommend them.
I *have* used them, before anybody feels like asking
