As many as will fit into the jacuzzi without making it overcrowded .

For this situation, thats a very good question, it is quite differant to the 'normal debated situations'.
I see no reason not to allow 16 year olds, but, then it's hard to not allow 14, 12, 10, 8 year olds.
A line should be drawn, in the US 18 would normaly be the place for most situations, but I see no reason why a 'suitable' 16 year old should not be considered.
I'm closer to the other end of the age spectrum[over 30 ], so feel oblidged to ask if there is an 'upper age limit', if so, where is that line drawn 60, 70, 80, 90, 100 ?_____________________________________________________________

Since it isn't a paid position, age isn't as important as it might be elsewhere. This is typically based more on merit than age, though it is something to be concerned about, having witnesseed more than a few younger members lose thier temper more easily than older more experienced members. Not to say it's the norm...but in my own personal observation, more likely to occur.

No, many of the staff are over 30 (some considerably more), not a problem. Same deal as the younger members; temperament, willingness and ability to perform the job are all that matters.Your one stop shop for decentralization
