Sorry my post won't help much with your quest. But out of curiosity, and if I may ask, what's so special about getting anything offshore ?

No tax for e-commerce websites. There will be less restriction on the contents on the website.

For 100USD, you can get a higher end VPS in panama. If you look at hongkong.

If you are not worried about e-commerce and looking for less content restriction, i recommend you find some good NL provider.

There's a new deal in Dedicated Offers for some offshore hosting. $89 for a 10Mbps box in China I think. Check that out, doesn't look too bad IMO =)
