JaguarPC's -Money Back Guarantee-
I was with jaguarpc in the past then just recently i came back to jpc because i wanted to get rid of a server i had with theplanet "i have servers everywhere" which was not really being used that much so i ordered a discovery vps plan
but a few hours after ordering i discovered that theplanet had charged me already for the next billing cycle so i thought i might as well use it now
anyway i went to cancel the vps with jpc
which had already been setup for like a couple of hours now
and they say there is a $15.00 fee to cancel new accts

so i am just trying to see does anyone else know about this fee?

Hmm, that's pretty weird, pay a fee to cancel.
Their money back guarantee is a satisfaction guarantee, so just judging your reasoning of canceling your account per your post, you do not qualify to get your money back, since you're not necessarily unsatisfied with their services, but due to things they cannot control, you want to cancel your account.
I'm not sure how they handle their money back guarantee policy, but based off that knowledge base article, that's how I interpreted it, and is what we do as well.
But as far as a fee to cancel your account, that's a bit' weird.

Yes & at the time i just gave up
but after looking over what i spent money on that month and got to thinking about it ,i decided to pursue this issue..

Well i could have always said that the server was slow but i don't want to lie on jpc about that
when i was with them in the past the service was amazing
and also when i was in the military i was always told "honesty is the best"
don't you think the same?

also it was not a fee to cancel the acct but $15.00 from the vps refund!!

Many vps hosts don't offer money-back guarantees on vps because of the costs to set them up (time/effort/licensing fees, etc). Perhaps this fee is to recoup some of those costs.
VPS have a little more involved than a shared or reseller account.

It's not uncommon to see either a cancellation fee or a clause stating certain fees are non-refundable on VPS orders (such as licensing). Just remember to always read through your host's Terms and agree to them fully before signing up.
I don't believe it's unreasonable to see some fees non-refundable on VPS orders (setup fees if charged, licensing costs, etc.).

All shared clients are entitled to an unconditional 30day money back guarantee. This guarantee begins the day we send out your accounts login details. If you wish to cancel your account and receive a full refund within 30 days of the date you signed up, please use the cancellation form in the support center prior to your 30th day of service. This guarantee includes the hosting plan only and does not include extra services or setup fees such as add-ons, name servers, programming work, or web designing. Accounts other than monthly, such as quaterly, semi-annual, annual, or other non-monthly term accounts hereby waive their right to the money back guarantee and fully understand that all term payments are non-refundable.
Colocation and Dedicated servers are not entitled to this guarantee due to time and expenses we incur on each order. We are happy to refund the service fee for the month if you find it necessary to cancel your service and do so before the 30th day. The cancellation fee is in place to prevent customers from canceling service within the first 30 days, and to help us cover the costs on employee time, and money spent on deploying the VPS.

Ya seriously you are wasting there time to setup a VPS and then just cancel.
Pay the fee and move on.
We have very steep setup fee's on our dedicated servers for this very reason.

This is the reason behind the fee, such as a minimum restocking fee stores charge on return items. We only do this on vps due to those reasons. There is no refund on setup fees on dedicated like most others. And of course shared, and semi-ded, reseller, are all fully refundable since they are either all or mostly automated anyway and take very few resources when deployed. A vps is highly segmented with low profit margins. That one slot of space we didnt sell is something we have to come back to fill rapidly to maintain the margins we require.
