For windows, i don`t think you`ll find something interesting for free... helm panel has trial version for 1 or 2 months, you can check them... if i were you, i`ll learn administration in iis etc, to do simple administration work... i think its not something difficult to learn.

Not so sure about free, but demo-low cost is out there
I know that Helm has a demo version that allows up to 5 accounts for free, and if you are willing to pay, DotNetPanel I have used and can recommend.

There seems only few control panel in Windows, I would recommend you change the OS to Linux.
Anyway, the control panel that bmfan recommend sound nice, you can have a try.

I would just use the built in Windows 2000 Administration(IIS, DNS Admin, etc)
To make things easier, you can check out other email programs for windows, and find one that has a nice admin panel for it as well.
Unlike Linux, where configuring email and DNS is fairly daunting, windows is extremely easy to do. Also, if you use active directory, I believe it makes it even easier.

But you will need a control panel if you are offering hosting to end users (so they can configure on their own the emails, dns, ftp, iis settings etc.).
