For $20 you can find a decent self-managed plan with your current requirements. Do you need a Managed VPS or are you looking to configure and manage it yourself?

I am not allowed to advertise here. But the direct answer to your question is "no", only Datacenter in Germany.

And please make sure, that this is no real swap. It is only for programs who require the existence of swap-device and it´ll be shown e.g. in command "free".
