You can check out ubiquityservers as they have a really good seattle network. Although you might not be able to get for $100 month for 3 mbits.

US colo has a facility in seattle, not sure if they offer 1u. If they dont, ask if they have a customer who does....

I don't think anyone is going to do it for $100 or less and have a decent network in Seattle, but perhaps... The driving cost these days with 1U boxes is that they use a lot of power (due to being dual core and having lots of disks), as much as 30 or 40/month in cost between the cooling, UPS and actual electrical load.

The place in Seattle with good bandwidth is the westin, but the colocation there is not cheap so what you will find is that the colo is around $100 from most vendors even if the IP transit is comparatively cheap.

If you want some pointers let me know and I will give you some leads on where you could put 1U boxes.

Check Adtaq.com. Tony runs a great shop and is easy to work with. I'm not sure about 3mbps for under $100 - it's asking for quite a bit, but you will be close to that price.
