Do you mean as in the easiest to make templates or the easiest CMS with the good already-designed templates?

wordpress. It's not truly a cms, but can be easily modded to be one. It's got a great templating system and is easy to code.

I cast a negative vote to Joomla and throw one to Drupal.
Also if you can code HTML or use a WYSYWIG you can probably template phpWCMS no prob.

I don't really understand why everyone bashes on Joomla so much on this forum. I've used it for the last year and I can't ask for more. (but then again I havn't used many others). It's a great novice platform though.

The two main problems that I have with joomla is it's not standards-based. It still uses tables for layout which is old-fashioned and very html intensive.
The second is that is has a lot of vulnerabilities that because of it's popularity seem to be exploited a lot.
I might look into using joomla as soon as they drop the tables and move to xhtml/css for their layout.

CMSimple and Quick.CMS is the smallest size and the simplest and the easiest to use softwares on the Web that you can found. All of the other softwares are more complex and bigger size and harder to customize and use surely.

it is not possible to pinpoint the BEST CMS just like that. Diferent people have different requirements that a particular CMS can meet. The CMS Matrix is the right place to look for and compare different CMS capabilities. Check it out.

For me Joomla is the best. It has many modules and it is the
easiest to install and configure.
You can find tons of templates throughout the net both free and
premium ones.
My hosting company 's site is made with Joomla. You can see it
for yourself at web-unleashed.com.
But as other members also said check out opensourcecms.com and
see comparison tables and user reviews. It will be really helpful.

I work with Joomla as well. Its definitely user friendly and to the point. Now that the new version is out, its even more user friendly, and easy to catch on to.
