Most SWSoft/Parallels partners are not permitted to sell external licenses...as SWSoft/Parallels wants you to pay them a higher price directly.

that turns impossible to start offer their products in a DC that is not partner

Slightly off topic, but you could look at OpenVZ coupled with:

thank you for show me, I will take a look. Have you used any of this?

I was planing to use HyperVM, but I got a lot of problens in the instalation and this is still not fixed.
