What do you consider cheap? Do you have any particular type of Bandwidth provider that you are looking for?

You can probably find such an offer in the dedicated hosting offers section
I took a glance and I'd venture to say that you could find something under $200/mo in there.

    Wouldn't a 100mbps dedicated line, cost a minimum of $1000?

Well, there are people selling a true 100Mbps link for 600-800/month, but for the most part people don't want to pay what BW really costs so its hard to find someone who's truly selling a non-oversubscribed link.

Would I (personally) expect to be able to transfer 10TB over a $200/month resold server? no.
Would I expect to do something like that at around $650/month? sure.

    www.rapidswitch.com

One of my servers with them used up 7.5TB last month. I'm paying 70GBP (~$135) for that server. And yes, it's not a shared port. I was able to burst to 80-90Mbps for a few hours on another server a few days ago.

Let me calculate this out for you, to let you understand that this is a loss maker for any ISP offering it in the whole world.

In the best case, 10TB on 100 mbit equals 35 megabit 95% (and this is when the traffic stays flat all of the time).

200$ / 35 = 5,71$ per mbit. In the whole world, there is one carrier that offers this from time to time under special conditions: HE.net

But on top of this bandwidth, you also need the server, colocation of the server, power to the server, support, routing equiptment, overhead (etc etc).

Result: you might find a provider that can swallow the loss or you might find a provider that thinks they can swallow the loss and go belly up very soon.

And i bet you then come here, when things go wrong to complain how bad your experience was. But eventually it is you who asks for a price where any provider, no matter how big and how much scale they have, lose money on the service they provide to you.

You should really consider a more realistic budget.

    Just my 0,02 cents.

With unmetered dedicated, you usually are willing to take a risk. Providers oversubscribe the ports for example 8 times.

Then you might or might not be lucky to be in a part of the network where there are other clients who do or maybe do not need as much bandwidth. It is a gamble game really.

But with a budget of 300$ you open some options for sure, if you do not need fancy hardware.

I have one server with FDCservers for 6 months. I have not problem with them also they support is good often they respond to my tickets under 10 minutes. I can burst some times to 9 ~ 11 Mb/s and its like you are using dedicated network with cheap price. any way I think Rapidswitch is good too but I haven't try this one yet.

You could get a server from Burst.Net and then pay the extra $70 to get Shared 100Mbps Unmetered, but if your expecting to use 80Mbps 24/7 (example) then your budget needs to be raised by ALOT. 10TB is roughly 35Mbps, and if its $5.71/mbps, your paying $200 for the bandwidth alone + $100 for the server/colo, won't happen.

If you want DEDICATED 100Mbps (or 35) your budget will have to go up quite a bit, I know some reliable hosts offer dedicated 100Mbps for $1500 or so.
