Could anyone recommend me a company that offers reseller program for shoutcast and ventrilo?
Budget could be the same, how ever the cheaper and good quality is something i do prefer.

You could get a cheap VPS from cheapvps.co.uk, and run both Shoutcast and Ventrilo on there. It's fairly easy to setup.

You need a licence to sell Ventrilo servers so that is not possible unless you apply for a one. Though if you are reselling ventrilo servers then you do not require a licence.
