Looking for a web host strictly for users to download files

I'm looking for a web host that will allow users to download files usually 70-200MB.

    The host should have:
    - 200GB + Bandwidth
    - The download speed must be fast. The max cap rate should be 300kb per sec, preferrably no cap rate. I don't want those hosts that let you download at 10 kb/sec.

    Please help me. Thanks

As low as possible, preferably under 10 dollars.

Is hostgator good? I have a coupon that can get me one dollar hosting.

AFAIK, all their coupons (apart from the one they publish on their site) will give you the first month of hosting (Baby package) for 1 cent. It's regular price afterwards.

i did just fine with them hosting files the similar size of your's (mine were mp3s). uptime wasn't *optimal* (approx 99 to high 98ish percent), but for the deal, it was fine by me. check couponsnexus.com for the 10$/yr deal.

I had the 10 dollar a year deal too. Its great! A years ****** hosting and 3 free domains, can't beat it. The hosting isn't bad I used it for an image uploading site. The only real issue is BAD BAD MySQL farm and no modrewrite.

Well I guess I could use under 20.
I just heard hostgator doesn't allow file hosting. I need 99.99 percent uptime.

@Crazlunatic Dreamhost would do the trick for you I think.

If it's just file downloads you need then why not use something like fileshare or rapidshare?
